Responsibilties of the Consultative Committee
Municipalities with a population of more than ten thousand (10,000) inhabitants are constituted by a decision of the municipal council, which is adopted by a two-thirds majority (2/3) of its members and issued within two (2) months from the establishment of the municipal authorities , a municipal consultation committee as an advisory body. The term of office of the municipal council for consultation shall not exceed two and a half years. A municipal consultation committee can also be set up in smaller municipalities, with a decision by the municipal council. The municipal consultation committee is made up of representatives of the local community.
In particular, the municipal consultation committee:
- Advises the municipal council on municipal development programs and action plans, the operational program and the municipal technical plan.
- It gives opinions on issues of general local interest which are referred to it by the city council or the mayor.
- It examines the local problems and development potential of the municipality and expresses an opinion on how to solve the problems and make use of these possibilities.
- It may comment on the content of the regulatory decisions issued in accordance with Article 79 of the CCP.
The opinion of the municipal consultation committee does not exclude parallel online consultation of citizens, via the Internet.The proposals for the electronic consultation are collected and systematized by the competent departments of the municipality and presented by the chairman of the municipal council for consultation at its respective meeting.
The municipal consultations committee shall meet publicly, at the invitation of its chairman, once a year, before the drafting of the preliminary draft budget and the annual action program, and at least once every three months for other topics to be discussed . The invitation shall be notified to the members by any appropriate means seven (7) working days before the meeting and shall include the agenda, the venue, the date and time of the meeting and shall be accompanied by a suggestion on the topics under discussion. In the event of a quorum, the meeting shall resume on the next working day, in which case a quorum shall in any case be considered. Secretarial support for the municipal consultation is carried out by the municipal authorities and is kept practically. The municipal consultation committee delivers its opinion after a discussion.In her contribution, all opinions expressed.
The municipal council may vote on a relevant consultation regulation, which regulates all issues related to consultation procedures, the involvement of stakeholders and citizens in it and the presentation of the findings of the consultation to the competent body of the municipality.
